For the change in the 9's behavior ... can you provide reference for that rule? Where did this idea originate?
To avoid implementing every variant and house rule, I want to do some research and determine how much/little it would improve gameplay and player interaction.

Done. Added game option to "Deck Nines", putting target card on top of the draw pile instead of back into the owner's hand
